RFP 2019 - Request for supplementary information

This page offers responses to questions asked in relation to the Bid for the technical development, design and launch of the International Task Force on Teachers for Education 2030’s new online Knowledge Platform on Teacher Policies, Practices and Research (Ref: ED/ESC/TED/19/36).
 
Question 1: Can proposals be submitted electronically?
No, proposals cannot be submitted electronically. They must be sent in paper format as indicated in Annex I section D paragaph 16 of the Call for Proposals document.
 
Question 2: Is the vendor absolutely required to comply with the specifications as outlined in the concept note? We find that they are unnecessarily restrictive. Also, there are easier and more effective ways of achieving the organizations objectives as stated in call for proposals.
The potential vendor’s submission must meet the “Mandatory” requirements which are set out in the Annex III- Terms of Reference, Section 9. Key Selection Criteria in order for their submission to be considered for selection. Failure to meet mandatory requirements will lead to disqualification. Above that, any other choices on how to meet the project’s objectives come under the purview of the bidding organisation.
 
Question 3. Is the vendor absolutely required to comply with the technical choices that have already been made for the existing website and included in the TOR? This also seems unnecessarily restrictive if the objective is to achieve better outcomes (user experience & user collaboration workflows).
No, the vendor does not have to comply with the technical choices that exist for the project’s current website. The potential vendor’s submission must meet the “Mandatory” requirements which are set out in the Annex III- Terms of Reference, Section 9. Key Selection Criteria in order for their submission to be considered for selection. Failure to meet mandatory requirements will lead to disqualification. Above that, any other choices on how to meet the project’s objectives come under the purview of the bidding organisation.

 

Question 4. The estimated number of files that will be uploaded? 
As a minimum, the files on the existing site will need to be transferred to the new database. The new database should also allow for not only documents to be uploaded, but also that links to existing databases (such as UNESCO’s on-line library) can be provided (ie. A document can be entered into the database even if the actual file is hosted on another organisation’s website)

 

Question 5. The estimated number of website visitors per day?
Currently the website has very few visitors per day. We are unable to provide any guestimate about the future amount of visitors per day.

 

Question 6. The estimated number of teachers in the TTF?
The TTF has about 130 member organisations. We currently don’t have individual teachers as members, though we do expect teachers to be able to access the resources on the Knowledge Platform in the future.

 

Question 7. Does the document search include indexing and searching the file content?
Yes, if possible. There should also be an option to provide meta-data or “tag” documents entered into the database (by subject, country, etc.).

 

Question 8. What are the features to be included in the TTF
a. Working on the same document in the system? This was not included in the concept documents.
b. Versioning of documents shared in the workspace. This was not included in the concept documents
c. Live chatting? This was not included in the concept documents.
d. Video conferencing? This was not included in the concept documents.
e. How access control on shared documents will be managed? Through login and different levels of access attributed by a moderator in the TTF team.
f. How groups and collaborating members will be created? Through login and different levels of access attributed by a moderator in the TTF team.

 

Question 9. Is there a ranking target for SEO optimization?
No, I do not believe that this was identified in the concept note or Terms of Reference.

 

Question 10. You have mentioned in the Annex III page 12 “An integrated map to be featured on selected pages”, can you provide us with additional details?

Maps could be developed to provide statistics or access to documents per country.

 

Question 11. On page 13, you also mention “Independent hosting”. Does that mean that the consultant will be responsible to host the solution on the cloud? If yes for what duration?
Yes, we would prefer the hosting solution to be included in the proposal and request a price per year in Annex V (price schedule form). No duration is defined in the Terms of Reference.(see new Question 16)

 

Question 12. Is there an after sales service period? Or warranty? If yes what is the duration?
There is no defined minimum or maximum duration defined in the Terms of Reference. Please provide this information as per your usual procedures. (see new question 16)

Question 13 - Is it possible to share the existing URL for your existing website so we can view what has been currently done?
Please note that the website is outdated both in substance and technical format, and that, apart from some content, we foresee a total overhaul for the new site.

Question 14 -  In your tender dossier it was mentioned that we need to create the new website, and start from what is already available. According to what you mentioned below, it seems more likely that the contractor who will be awarded the project will need to start from scratch?

It would be best to think of this project as a complete technical and design overhaul, with the addition of the new functionalities such as in particular, the new document database.  The mention of "what is already available" only refers to some of the content and documents.

Question 15 - On page 15 of the concept note, it mentions that the proposal should include a contemporary design of the website, does this mean that we have to create a mock up in our proposal of the basic look and feel of the website to be developed from scratch?

If possible the proposal should include an idea of the design, and examples of other websites that your company has designed.

Question 15 - Considering that current website was developed using JOOMLA, is it mandatory to develop the new website in JOOMLA as well or we can propose another CMS ?
It is not mandatory to develop the new site in JOOMLA.


Question 16 - In "Call for proposal" document is specified that oferrer shall provide Technical maintenance and updates. Please specify for what period it is necessary to provide this service.
Please see question 12. We have not defined a minimum period in the tender document. However, we would expect the proposal would include as a minimum one year.


Question 17  - Deliverables - A guidebook regarding use of the platform and its technical specifications (technical document) shall be presented at the end of the project. Please specify in what language shall be provided teh guidebook. Just English is okay or the guidebook shall be prepared in all 4 languages (English, French, Spanish and Arabic).
The guidebook only needs to be delivered in English.

 

Question 18 - Could you please advise whether you require offers for the development of the requested knowledge platform be submitted using a specific template? If yes, could you kindly provide us with template for both technical and financial offers.

There is no template for the technical submission, though you should be careful to include the information required in the “mandatory” section of the tender document. For the financial proposal, please be sure to include the information requested in the table on page 18 of the tender document (Annex V – Price Schedule Form).

 

Question 19 - is it mandatory that the contractor’s project team should have French, Spanish and Arabic speakers or only English Speakers would do?

As per the terms of reference, the contractor needs to be able to demonstrate both past work in a selection of the four languages mentioned, as well as the ability to build a site in the four languages.

 

Question 20 - Would be there be a review and approval process on the translated content from your side or would you be completely relying on the Translation service providers’ capability?

The TTF team will be responsible for the provision of all the text on the website in the four languages. The contractor will not be responsible for carrying out translations. However, if the contractor’s team demonstrates the ability to function comfortably in the languages other than English which feature in this call for tender, this will be considered more favorably by the selection committee.

 

Question 21 - Would you be having Translation Memory for any of the languages?
This is not necessary for the contractor (see question 20).

Question 22 - For the Single Sign-on what technology / platform serves as the identity provider?
This only applies to the Secretariat (my small team) who are all based in UNESCO. UNESCO uses ADFS.

Question 23 - Can you elaborate on what elements / unique features are required for the map?
Who needs to be able to update the map? I think that we can consider the map as something that only our team can update (so the site admin).

Question 24 - Can you elaborate on the amount and types of content that need to be migrated? How many total pieces of content need to be migrated? Google indicates there are approximately 2,530 pages on the site. Is that accurate in your opinion?
No, I don't think that this is anywhere close to the actual number of pages and documents on the existing site (the reality is a small fraction of that). Is Google counting all archived pages and all language versions? The page count should be based on on what is actually visible on line on the English version of the website, plus the documents in the Library. Note that we recently "cleaned out" the English version of the site as there was a lot of old content.

Question 25 - What content do you anticipate being retired, if anything?
Approx 20-30%  of the existing website.

Question 26 a. Can you elaborate on the number of and location of stakeholders? 
For the moment we have about 130 members from all over the world, but not all of them are going to become active contributors to the platform. I would like to hope that within the first year, they are at least users of the platform.

Question 26B. To clarify, stakeholders that have a say in approvals of things like wireframes and designs.
No, all the final decisions for the development and design will pass via our team, and a small reference group coordinated by our team.

Question 27 - Will UNESCO provide translations for content?
Yes

Question 28 - For content uploads, do you need a workflow for approvals built into the system?
At least one approval by the moderator, based in our team.

Question 29 - What is your vision for this collaborative space?  We are looking to avoid similar functionality to the real-time collaboration of something like a Google Docs (which quickly gets expensive) and would look instead to enabling users to comment on posted content as a means of collaborating. 3) We are looking to avoid similar functionality to the real-time collaboration of something like a Google Docs (which quickly gets expensive) and would look instead to enabling users to comment on posted content as a means of collaborating. 
Yes, this collaborative space isn't about sharing a google doc type environment. Its more about forums to discuss questions, or as you say, a comment function for posted content.

Question 30 - Member portal - are you looking to have special permissions on specific content or sections of the portal?
The secretariat (admin) should have rights to accept or delete content. The TTF members, should have rights to upload documents and add to forums (but the publication is moderated by the admin).

Question 31 - Are virus checks on uploaded documents required for uploads?
No, this is not in the TOR. If it can be included, then its helpful, but it’s not a compulsory feature for the bidding process.

Question 32 - For the technical document, are you looking for the vendor to provide developer training for how to manage the site post launch, or are you looking for developers to be integrated into the development process?
No, just for site management post-launch.

Question 33 - Can we assume WCAG 2.1 AA for accessibility?  In addition to Accessibility, are there any privacy / GDPR expectations for this project?
As we are legally an entity within UNESCO, we will comply to UNESCO’s policy on this.

Question 34 -  Do you envision having four independent homepages (one for each language) that are managed independently?
Yes, but integrated management would be better. 

Question 35 - What version of English is required?
UK

Question  36 - How do you currently manage translations or do we need to integrate with a translation partner?
We handle translations.

 

Question 37 - Is it allowed to add additional lines to the Price Schedule?
Yes, you may add lines to the Price Schedule. However, please keep these to a strict minimum, as only the original published price table will be used for the initial cost comparison.

Question 38 - What is the foreseen period of maintenance for the platform? Should we include these costs in the price schedule as well?
You may include the maintenance cost as a per annum cost.
